Clicking three-dot icon on downloaded file opens wrong context menu

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.45 Safari/537.36 Steps to reproduce the problem: 1. Download two files 2. Click three-dot icon of downloaded file #1 3. Hover over three-dot icon of downloaded file #2 4. Click multiple times in a row What is the expected behavior? First click should dismiss context menu, then second click should display context menu for downloaded file #2, not #1 What went wrong? First click dismisses context menu, however second click still shows context menu for file #1, even though mouse is not hovered over file #1. Did this work before? Yes Chrome version: 66.0.3359.45 Channel: beta OS Version: OS X 10.13.3 Flash Version: No such problem exists if #mac-md-download-shelf is disabled.

This issue only affected the Cocoa UI, which is no longer supported and is being deleted in issue 832676 .
