Unable to reproduce this issue on reported version 65.0.3325.181 on windows 7 using steps mentioned in comment#0. Attaching screencast for reference. @REporter: Please check the video and let us know if we miss anything. Please check the issue on fresh profile which do not have any apps/extensions and reset all flags to default from chrome://flags. Thanks!

Maybe related to GPU acceleration? Or maybe Blink>Paint. Tagging appropriately.

Please navigate to chrome://gpu and paste the content of the page into a comment here. Most likely there is an issue with fonts on your machine leaving us unable to paint them.
