Offer ReaderMode on all platforms

Issue description

UserAgent: Mozilla/5.0 (iPhone; CPU iPhone OS 11_2_6 like Mac OS X) AppleWebKit/604.5.6 (KHTML, like Gecko) Version/11.0 Mobile/15D100 Safari/604.1

Steps to reproduce the problem:
It looks like Chrome only offers ReaderMode on Android. Competing browsers (e.g. Firefox, Safari, Edge) offer this feature on all their supported platforms. Any interest in following suit?

What is the expected behavior?

What went wrong?
(ReaderMode is unavailable outside Android)

FWIW, you can enable it via command line flag: chrome --enable-dom-distiller

It's buggy though, and apparently not currently developed, which explains why it's not present even in chrome://flags
Arguably, the better choice currently is using an extension, there are several popular ones.

Yes I’m aware but thank you anyway. This issue is meant to track adding
native support for reader mode to all platforms with first-class UX,
achieving parity for this feature with the other browsers.
