Steps to reproduce the problem:
1. Install Google Chrome
2. Remove it from "Preferences > Users & Groups > %Username% > Login items"
3. Wait for it to update to a new version
4. Reboot

What is the expected behavior?
1. Chrome MUST NOT open after OS boots, because I disabled it
2. Chrome MUST NOT add itself to login items without asking me first
