devicemotion event rotationRate/gyro all null

Issue description

Steps to reproduce the problem:
1. just print out the data from devicemotion event listener
It happens on nexus 4, samsung s4, samsung s7 edge. I am assuming it affect wide android phones.

What is the expected behavior?
It shouldn't be null. should have some values
For example...
rotationRate: Object
alpha: 9.192270929357322
beta: -2.6423199386785514
gamma: -0.01785982410167264

What went wrong?
Alpha, Beta, gamma are all null

Did this work before? Yes I am not sure. It worked on 58.0.3029.82 on my other phone.

Does this work in other browsers? Yes

Chrome version: 65.0.3325.109  Channel: stable
OS Version: 5.1.1, 5.0.1, 7

Same issue also on Google Pixel phone with chrome 65.0.3325.109.
Worked before.
