I don't think this is worth digging into, as we'll be tearing down net-internals soon, anyways.  Is a bit surprising to see it start to flake after all these years - suspect it's just slowness of the bots.

I'll scope the disabling to debug Win bots. CL's almost done. It's one of the causes of persistent failure of the win7 tests (dbg)(1) bot, so I'll land it.
