The WebContents tracks the "most interesting" load state among all loading resources of a tab, along with the associated host, LoadStateParam (extension), and UploadProgress.  This comes from the ResourceDispatcherHost, so is not hooked up when the network service is disabled.  We should hook up something similar when the network service is enabled.
