The local characteristic database use observation windows to decide if a given feature might be used, e.g. if a feature isn't observed for X(X) hours then it's considered as unused.

The per-feature values for these observations windows should be based on a percentile analysis of the UKM metrics, currently a 2h window is used for each feature but we should confirm that this is appropriate (this corresponds roughly to the 99th percentile).
