Steps to reproduce the problem:
1. Open a txt file in the Text app that has more lines than can be displayed on the screen causing you to have to scroll
2. Start scrolling. As you scroll, the text content will jump back about 20 lines.
What is the expected behavior?
No jumping around while scrolling.
