What steps will reproduce the problem?
(1)Recover Build >> In OOBE go to 'connect to a network' screen
(2)Open any Join WiFi network overlay
(3)now try to click on shutdown button and observe

Actual: Unable to shutdown when Join WiFi network overlay is opened
Expected: Should be able to shutdown irrespective of overlays opened

This is a Non-Regression issue seen from M-62.

Note:Issue is not seen in Windows,Linux OS
