(1)Sign-in to user>> Navigate to chrome://settings/changePicture (2)Click on Camera icon and observe Actual: 2 focuses are seen, one on Camera icon and one on take picture button Expected: Only one focus should be seen This is a Regression issue as same is working fine on M65 beta NOTE: Issue is seen on M66 aswell @stevenjb: Please confirm the issue

For A11y, I see 2 issues: 1. There is no change in focus vs selection for the list of icons. Currently the blue ring around the icon shows what's selected, but there is no indication of focus. Maybe the blue ring should be gray when it doesn't have focus to indicate that it's selected but not focused. 2. When the camera icon is selected, focus moves to the camera button. This is unexpected for screen readers since the focus moves without a user action.

I don't think the behavior has changed recently. Maybe the style of focus just changed globally so this is now more noticeable? Either way, I don't it needs to be RBS.
