In mac "option + esc" and "C" both are returning keycode 67. Note: "option + esc" is hortcut for built-in text to speech in mac

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36
Steps to reproduce the problem:
1. Create html page.
2. Add on keydown event <body onkeydown="myFunction(event)">
3. Create script tag and define function;
function myFunction(event) {
cosnole.log(event.which || event.keyCod);
}
4. Press "ctrl + c" or "option + esc" both will return 67.
5. Or change shortcut keys for bult-in text to speech in mac from preference
and the key which you will change it will also return 67.
What is the expected behavior?
Keycode must be different for "ctrl + c" and "option + esc".
What went wrong?
Keycode is 67 for "ctrl + c" and "option + esc".

OS Version: 6.3
Flash Version:
This issue comes in chrom on mac platform.
