Issue descriptionChrome Version: Chrome Version: 67.0.3376.0/10510.0.0 dev channel Cyan,Celes and Peppy OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://settings/accounts page (2)In 'Manage Other users' page -> Enable 'Restrict sign-in to the following users' option so that 'Add person' option is enabled (3)Now click on 'Add person' -> Enter any 3- 4 email id (4)Now disable 'Restrict sign-in to the following users' option and observe added Users will be in enabled mode instead of disabled mode (Please refer Video) Expected: Added Users should be in disabled mode after disabling 'Restrict sign-in to the following users' option Actual: Instead added Users are in enabled mode Note: 1.In Old settings page added Users are in disabled mode after disabling 'Restrict sign-in to the following users' option (Please refer 'Expected_EnabledUsers' video) 2.Issue is also seen on M-64, M-65 and also on M-67 This is Non-Regression issue seen form M-62 @stevenjb : Please confirm the Issue

C#1> After disabling 'Restrict sign-in to the following users' option added Users are in disabled mode i.e. unable to select Email Id and email id will be seen as shadow text or Faint Text Attaching Actual Screenshot and Expected Screenshot for reference Thanks..!!
