'clear storage' layout is inconvenient

Steps to reproduce the problem:
1. open devtools>application>clear storage

What is the expected behavior?
I want to see the 'Clear site data' button without having to scroll down.

What went wrong?
I have to scroll to the bottom of the panel to find the 'clear site data' button.

Did this work before? N/A 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 
Flash Version: 

Consider putting the button at the top of the panel, and compressing the layout of the checkboxes so they use up more of the horizontal space typically available, and are responsive based on the space available (ie wrap to multiple lines).

I should add that this is mostly a problem when the console is also shown on the bottom of the dev tools, and I suppose it depends on how 'tall' that pane is made.

[DevTools] Move button 'clear site data' upward

Hoist this button upward so that a user no longer needs to scroll down
to find it if the console is docked at the lower half of the Application
panel, providing convenience and less confusion to first-time users.
