Pre-Condition: Download the extension (https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm?hl=en)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://extensions/?id=oemmndcbldboiebfnladdacbdfmadadm
2. On Extension page, click on 'Extension Option', close the overlay and again click on 'Extension Option'.
3. Observe. (Open and close 'Extension option' overlay 4-5 times to better reproduce the issue.)

Actual Result: Extension icon overlay does not load completely as expected.

Expected Result: Extension icon overlay should load completely as expected.

This is a regression issue, broken in M-67 series, Using the per-revision bisect providing the bisect results,

Good Build:67.0.3376.1(Revision:544069)
Bad Build:67.0.3377.0(Revision:544610)

You are probably looking for a change made after 544559 (known good), but no later than 544560 (first known bad).
