REPRO STEPS:
a.
1.Switch to Turkish-F keyboard
2.Click 'alt gr' keys on the VK
3.Click Shift on the VK

Actual:
The layout only with top line of keys pops up.
Tap any key of top line, nothing is submitted (To submit any key, i need long press it and select from the pop-up accent window )

b.
1.Switch to Turkish-F keyboard
2.Click 'alt gr' key on the VK

Actual result:
The layout with many empty keys pops up.
Tap any empty key, it goes back to the main layout.
Long press any empty key, the accent window pops up.
