REPRO STEPS:
1.Enable #opt-in menu
2.Open HW panel from VK's menu list (or from the opt-in menu)
3.Open opt-in menu and select the HW icon
4.Click Back-to-main-layout button on the HW panel

Actual result: 
It's still HW panel display.
Seems there're two completely overlapping HW panels: it goes back to main layout after i repeat step#4 again.

Note:
This issue also repro for Emoji panel.
