UI language was set to traditional Chinese on Simplified Chinese Windows 10

Chrome Version: 65.0.3325.181
OS: Windows 10

I have a fresh installed Simplified Chinese Windows 10, then when I am browsing youtube.com it ask me if I'd like to install Chrome.  I clicked then I was redirected to Chrome install site. The strange part is: the language of the web page is in traditional Chinese instead of simplified Chinese. Then after downloaded Chrome, the UI language of Chrome is also traditional Chinese. And more, I can't change it and it
s grayed out.

OK. I think that's a bug of that "youtube chrome" ad,  I open youtube with IE edge in privacy mode again and it ask me to install Chrome, even this sentence is showing in simpilfied Chinese, after click the link, it show traditional Chinese to me.

But, why Chrome can't change UI language after installation? That's another bug.

OK. I tried again, it seems for some reason:

http://www.google.com/chrome  always show traditional Chinese to me on my Simplified Windows 10 pro laptop...
