Project Member Reported by wylieb@chromium.org, Mar 22 2018

Issue description

Recently a flake analysis

Pointed to a culprit
https://chromium-review.googlesource.com/q/I749c0ca8e85a3dbc7eccaa0799add81afb15beb9

It might be because of this:

Cr-Commit-Position: refs/heads/master@{#543548}

included in the commit position.

The culprit search query directs to a page with 2 changes. Culprit links should always redirect to the change that has been committed on the master branch.
