OS: Android 8.1.0 on Pixel 2
What steps will reproduce the problem?
1) Set up Chrome to run permission request test cases
2) Change Android system language to RTL language
3) Access https://permission.site/ on the test device.
4) Enter Chrome VR
5) Enable Camera and Microphone, any other permissions that have visual indicators.
What is the expected result?
In RTL the icons should be on the Right side.
See the security dialog image in screen.png the icons are on the right side.
What happens instead?
Icons in RTL are still on the left side.
