Chrome Version: 66.0.3359.46 Beta
OS: Android 8.1.0 on Pixel 2

What steps will reproduce the problem?
1) Set up Chrome to run permission request test cases
2) Change Android system language to RTL language
3) Access https://permission.site/ on the test device.
4) Enter Chrome VR
5) Click every button to trigger corresponded permission prompts

What is the expected result?
Dialogs should appear in the correct position, be localized, and work properly.

What happens instead?
Dialog appears shifted to the Right, but the bounding frame seems to be in the correct location.  If you move the mouse to where the buttons should be they actually highlight and work.

This appears to be working correctly in M67.
