Download manager progress bar animation is junky when opening a new tab

Issue description

App Version: 67.03378.0 canary
iOS Version: 11.3 beta 6,11.2.6, 10.3.3
Device: iPhone, iPad

Steps to reproduce:
1. Launch chrome 
2. Navigate to a site with downloadable files e.g. thinkbroadband.com/download
3. Tap on any of the files to download
4. Tap on Download link and wait for a few sec to see progress (blue progress bar)
5. Open a new tab
6. Browse to any site
7. Go back to the tab where you are downloading the file

Observed results:
Download manager progress bar animation is junky when opening a new tab

Expected results:
Download manager progress bar animation should be smooth when opening a new tab

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested 
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA 
Bug reproducible on current stable build (App Version, iOS Version): No on M65 (New UI) 
Bug reproducible on the current beta channel build (App Version, iOS Version): No on M66 (New UI)

This is the problem with TabSwitcher, which displays the old screenshot. The same thing happens with the rest of the web page (web page content, progress bar, etc.). There is not much value in fixing current UI on iPhone, because we going to change it soon. 

Ed, do you think this problem will go away with the new Tab Grid UI?

I think comment #5 contains 2 different issues:
 - tab switcher contains old screenshot, so the animation looks junky (let's track the issue in this bug)
 - download manager's progress indicator is drawn out of place as captured on the Image (let's track the issue in a separate bug)

Sharon, could you please file a separate bug for  issue #2 . That one we should be able to fix easily.

 Issue #2  requires more efforts, because Tab Switcher card uses static image for dynamic download manager UI. We probably need help from UX to solve that problem.

Pete, can we remove download manager screenshot from tab switcher? We could animate alpha channel when showing and hiding download manager UI.
Please ignore comment #8. Tab switcher does not have download manager screenshot. However the old screenshot is used after tab switching animation is complete, while we should be taking the new screenshot before the animation completion.
Ed, how hard would it be to take a screenshot of download manager overlay before exiting from Grid View?
