balance_pools fails to do its job

Issue description
Running balance_pools can fail to have any effect, even when
there are broken DUTs that need swapping out:
$ dut-status -b sand -p cts -n
chromeos6-row3-rack17-host9
$ balance_pool -f cts sand
sand cts pool: Target of 16 is above minimum.
Transferring 0 DUTs from cts to suites.
Transferring 0 DUTs from suites to cts.
ERROR:root:Caught exception while flushing: Metrics were sent before initializing the global Monitor.

> Did this contribute to Issue 828371 ? Probably not. The problem I encountered was quite limited in scope, and probably wouldn't commonly trigger. Also, since I filed this problem, I discovered some subtle corruption in my lab-tools installation that might have caused this problem. In any event, I don't know that I have a reproducible test case... Nightly balance_pool runs produce logs; with some modest effort, it should be possible to see whether this problem or any other is actually happening, and how often.
