Scrolling down the BT devices list constantly jumps back to the top

Issue description

Chrome Version: 66.0.3359.43 / 10452.19.0

What steps will reproduce the problem?

1.open settings menu
2.type "bluetooth" in search field
3.enter bluetooth menu
4.scroll through the list of BT devices

What is the expected result?

I can scroll through the list and find my device

What happens instead?

When I start scrolling down the list constantly jumps back to the top, making it pretty much impossible to find my device

Please use labels and text to provide additional information.

Thanks Pramod for finding this. Could you help check whether this is a regression? If so, which milestone is the last known good one?
This seems to be the problem with the new UI, it's more problematic when we have more devices and have to scroll down to find the device.

Note: It happens only from settings page BT menu , if we scroll down from the status tray BT menu, it works fine .The status tray too had this issue and that was fixed earlier ( https://bugs.chromium.org/p/chromium/issues/detail?id=664930 )
Does the bug also happen in the current stable channel?
As i check on 65.0.3325.184 / 1.323.62.0 eve . The issue is not seen

Thanks for checking, Pramod. So we can say this is a regression that happened between 65 to 66 and it's now easier to narrow down the culprit.

Not sure if this is a regression since I'm pretty sure I ran into this problem at least once during GUUPF. We were using M65 10323.39.0 on Eve. 

However, it's also very hard to reproduce.

Oh if it's not always reproducible, it's hard to say when this problem started.
