ServiceWorkerRequestHandler should work on the UI thread |

Issue descriptionTo improve performance and avoid extra/unnecessary thread hops (see parent bug), we want to move NavigationURLLoaderNetworkService and its dependent classes to the UI thread. This bug tracks converting ServiceWorkerRequestHandler .

btw we'll hold off on this until the network service ships. at that point, it'll be a lot easier (as the rest of the code will only be on UI).
