Chrome headless encounters "403 Forbidden" when trying to submit crash reports

Issue description

Chrome Version       : 64.0.3282.140

What steps will reproduce the problem?
(1) Run our Selenium test suite until Chrome/chromedriver crashes because of a "page crash".

What is the expected result?
A crash report is submitted successfully.

What happens instead?

I noticed during my troubleshooting that Chrome was failing to submit crash reports, possibly because of a server mis-configuration.

The issue seems to be out of TE-scope as it is related to running selenium test suite. Hence, adding label TE-NeedsTriageHelp for further investigation from dev team.

headless: Fix crash report uploading

Use the "Chrome" product when uploading crash reports in headless mode.
In order to make the headlessness of these reports easier to spot, we
also set a permanent "headless=true" crash key.
