Issue descriptionChrome Version : 64.0.3282.140 What steps will reproduce the problem? (1) Run our Selenium test suite until Chrome/chromedriver crashes because of a "page crash". What is the expected result? A crash report is submitted successfully. What happens instead? --2018-02-28 20:30:13-- https://clients2.google.com/cr/report Resolving clients2.google.com (clients2.google.com)... 216.58.194.174, 2607:f8b0:4005:804::200e Connecting to clients2.google.com (clients2.google.com)|216.58.194.174|:443... connected. HTTP request sent, awaiting response... 403 Forbidden 2018-02-28 20:30:13 ERROR 403: Forbidden. Please provide any additional information below. Attach a screenshot if possible. The Chrome/chromedriver issue is being tracked here: https://bugs.chromium.org/p/chromedriver/issues/detail?id=2283 I noticed during my troubleshooting that Chrome was failing to submit crash reports, possibly because of a server mis-configuration.

The issue seems to be out of TE-scope as it is related to running selenium test suite. Hence, adding label TE-NeedsTriageHelp for further investigation from dev team. Thanks...!!
