To improve performance and avoid extra/unnecessary thread hops (see parent bug), we want to move the urlloader throttles in the browser to the UI thread. This bug tracks converting PluginResponseInterceptorURLLoaderThrottle . This should be trivial effort since this one doesn't really depend on the thread. Since I wrote it, I can convert it.
