To improve performance and avoid extra/unnecessary thread hops (see parent bug), we want to move the urlloader throttles in the browser to the UI thread. This bug tracks converting PrerenderURLLoaderThrottle. This should be trivial effort since this one doesn't really depend on the thread. Since I wrote it, I can convert it.
