Reposition/Resize - Controller Tip "Back" is misleading

Issue description

Chrome Version: 67.0.3376.0 Canary
OS: Android 8.1.0 on Pixel 2

What steps will reproduce the problem?
(1) Launch http://www.google.com
(2) Enter Reposition/Resize functionality
(3) Move Controller into view
(4) Click App button - "Back"

What is the expected result?
The App button is labeled "Back" so it is expected that the Reposition/Resize action would be cancelled and the context window returned to its original position.

What happens instead?
The Reposition/Resize completes as if the user clicked the touchpad a second time.  Which is labeled "Finish repositioning"


The tooltips should probably be relabeled to clarify.
The "Finish repositioning" should maybe include resizing. :)
"Back" either needs to cancel the action or be renamed to something more appropriate.

Fix verified.  New labels "Touch to resize" and "Finish" are present.
Looks good.  Tests have been updated.
