Non-Regression : Sync Passphrase Notification is still seen at 'Notifications' even after clicking on it

Issue description

Chrome Version: 66.0.3359.48/10452.22.0 beta channel  Kip, Reks, Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user which has Sync Passphrase -> In sign-in screen observe Sync Passphrase Notification is seen at Notifications -> Now click on Notifications Icon -> Again Notification is seen and click on it
(2)Navigates to 'Advanced sync settings' page in chrome://settings -> observe Sync Passphrase Notification is still seen at 'Notifications' even on clicking it
(Please refer Video)

Note: 
1.Save any Image(or Download any video or Save any Page) -> click on Notifications Icon -> Notification is seen and expand it -> Click on Image  and FilesApp gets opened -> observe Notification is not seen at 'Notifications' after clicking on it (Please refer 'Expected_NotificationBehavior' for Video)
2. Issue is also seen on M-64, M-65 and also on M-67

Expected: Sync Passphrase Notification should not be seen at 'Notifications' after clicking on it
Actual: Instead  Sync Passphrase Notification is still seen at 'Notifications' even on clicking it

This is Non-Regression issue seen from M-62

mmanchala@, I am not sure this is a bug. 

In the Actual_Notofrication.mp4 video, 
 - you have a sync error (your custom passphrase is needed);
 - when you click on the notification, you open the settings page that asks you to input your custom passphrase but you do not input any; 
 - as a result, at the end of the video, the sync error is still present;
 - thus, Chrome still needs to notify you

(This is different from downloads where by opening the downloaded file, you have "consumed" the notification and there is no need to notify any more.)

mmanchala@, does the notification stay if you input your custom passphrase or does it go away?
mmanchala@, an additional question: 
Is there some test plan that would require the sync-error notification to go away as soon as you *click* on it?

This is a product question, then.

+Sabine:
When you click on the sync custom passphrase notification on ChromeOS, it opens "Advanced sync settings" but the notification stays present until you actually resolve the problem (which means entering the passphrase); many other notifications such as for downloaded files go away as soon as you click on the notification.

From my point of view, it WAI. What is your opinion?

zalcorn, the summary is in comment #8 - from my perspective, this is WAI since the purpose of the notification hasn't been addressed yet. But feel free to revisit and re-assign if you see lots of complaints about this.
