Non-Regression: Delay is seen while loading the content in Report an issue overlay

Issue description

Chrome Version:66.0.3359.48/10452.22.0 beta channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Press Alt+Shift+I to open Report an issue overlay
(2)Click on the metrics link >> click on the window restore button to resize it and observe
 
Actual: Delay is seen while loading the content in metrics link with unwanted space.
Expected: No such delay should be seen

This is a Non-Regression issue seen from M-62

Note:Issue is not seen in Linux,Windows OS

The window in question has a lot of content that requires a very expensive relayout when the window is resized.
That is a problem with the report an issue component, not with the layout engine itself.

What's the solution then? We can't reduce the contents just because the layout engine can't handle it.
