Non-Regression: Unable to move one app folder into another

Chrome Version: 66.0.3359.48/10452.22.0 beta channel  Kip, Reks, Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Click on App launcher and try moving one app folder into the other

Actual: Unable to move one app folder into another. And if we need to move the apps of one folder into another, need to drag one app and put into another folder.

Expected: Should be able to add one app folder into another

This is a Non-Regression issue seen from M62

NOTE: Issue is seen in M63, M64, M65 and M67 also

Not urgent enough merge a fix but we should get this fixed before M67 branch.

This is definitely intended behavior. 
We do not want to create multi-layer folders. We are still not in a state where users have 1000s of items in the Launcher :)
