Non-Regression: New folder button gets disabled after clicking continuously on it while exporting file from chrome://settings/certificates

Issue description

Chrome Version: 66.0.3359.48/10452.22.0 beta channel  Kip, Reks, Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/certificates and click on Servers
(2)Now click on the down arrow and 3 dot menu >> Click on Export
(3)In files app overlay now click continuously on New folder and observe

Actual: Unnecessarily the New Folder button gets disabled and folder with same name exists dialog is seen 

Expected: No such issue should be seen and New folder should get created with the next sequence number

This is a Non-Regression issue seen from M62

NOTE: Issue is seen on M63, M64, M65 and M67 also
