focus() on "sticky" element makes page jump to top

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Scroll down the page
2. Open the select-box
3. Close the select box

What is the expected behavior?
Select box should close and remains at the scrollTop value

What went wrong?
Select box closes and page jumps to top

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.162  Channel: stable

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 65.0.3325.162 and on the latest canary 67.0.3378.0 using Mac 10.13.1, Windows 10 and Ubuntu 14.04.

As the issue is seen from M60(60.0.3072.0) considering it as Non-Regression and marking it as Untriaged.

Tentatively adding component "Blink>Scroll", please change if this isn't apt. Hence requesting someone from dev team to have a look into it and help in further triaging.
