Fix process priority for "out-of-process" workers on Android (shared workers and service workers)

Issue description

Spin off of https://bugs.chromium.org/p/chromium/issues/detail?id=813232#c17

Shared workers and service workers aren't associated with frames, so don't communicate an appropriate process priority to Android, so Android is likely to kill processes with workers but without frames. These workers should be protected as much as frames are protected.

It's unknown how often we have such workers in a process without frames though.

boliu: just so we're on the same page, are you planning to fix worker priority as part of  issue 813232  or is it out of scope there?

out of scope. So good to have this separate bug to track this.
