Issue descriptionSpin off of https://bugs.chromium.org/p/chromium/issues/detail?id=813232#c17 Shared workers and service workers aren't associated with frames, so don't communicate an appropriate process priority to Android, so Android is likely to kill processes with workers but without frames. These workers should be protected as much as frames are protected. It's unknown how often we have such workers in a process without frames though.
