<video> tag support in offline pages

Project Member Reported by freedjm@chromium.org, Mar 21 2018

Issue description

I am trying to add a video to mhtml using the <video...> tag. Encoding the video and adding it as a resource to the mhtml, and then referencing that resource from the main body html did not work. Inlining the encoded video as a data URI in the main body displays the video thumbnail, but does not let you interact with any of the controls.

I have attached a sample mhtml file as a simple example.

Unfortunately, I am unable to attach an mhtml file.

Take a look and decide if this is important to the offline pages case.
If so, we might want to get the folks who wrote the media tag to help.

Closing this bu for now, may reconsider in the future.
