The following list of Buildbot slaves have been removed from prod and can be turned down. We need the resources respawned as Windows GCE bots and added to LUCI swarming (pool:unassigned, chromium-swarm instance) with the same dimensions as the bots provisioned under  crbug.com/793495. 

Note: We are aware the old slaves were Linux. We want to switch the resources to Windows for the time being to provide more immediate capacity for LUCI migration.
