"Learn more" link on the "Google API keys are missing" message goes to HTTP

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3377.0 Safari/537.36 Steps to reproduce the problem: 1. Download Chromium from download-chromium.appspot.com. 2. Extract the ZIP file downloaded. 3. Launch Chromium. 4. Click on the "Learn more" link next to "Google API keys are missing. Some functionality of Chromium will be disabled." What is the expected behavior? You are taken to the Chromium site in HTTPS. What went wrong? You are taken to the Chromium site in insecure HTTP. Did this work before? N/A Chrome version: 67.0.3377.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Relevant code: https://cs.chromium.org/chromium/src/google_apis/google_api_keys.cc?l=91 This would be easy to fix. I could fix this myself if it is possible to suggest edits to the code online.

Able to reproduce this issue on reported version 67.0.3377.0 using Windows, Linux and Mac. Issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged. Thanks!

This is not a network stack issue, removing HTTP label.
