Blur and Fixed Position Vanishes

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Have a CSS filter: blur(Xpx)
2. Have a fixed position element on the page
3. Make the content of the page not fit into the viewport

What is the expected behavior?
Content still displays in a blurred manner

What went wrong?
Content disappears, or in bad cases, causes major graphical issues.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No

Does this work in other browsers? Yes

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.11.6
Flash Version: 

This appears to work on some machines and not others. The initial observation was on a production website which previously worked but now shows major graphical problems when blurring the content.

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using MacBook Air 10.12.6 and MacBook Pro 10.13.3 with steps mentioned below:
1) Launched chrome reported version and navigated to jsfiddle: https://jsfiddle.net/x0fevw6g/
2) Opened Devtools, under elements tab, unchecked the filter option, able to see clearly clearly
3) Unchecked and checked the position element, didn't observed any disappear of content

@Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Thanks for looking into this. I created a new profile with no extensions / apps and managed to recreate the issue. I've seen it happen on some machines and not others, with the same specs and differing extensions.

It appears you have done everything which would cause a break on some machines we've seen, and not others. I'm not sure why there would be a difference, as identical machines with similar configurations have different results (success vs. failure.)

I'm happy to do some extra investigation work on machines which exhibit the fault, but not sure what I can do to help at this point.

As per comment# 4 & 8 checked the issue on reported version 65.0.3325.181 using Mac 10.12.6 and is not reproducible. As the issue is not reproducible from TE end, hence removing Needs-Bisect label. Could anyone from the Blink > Paint team have a look at this issue.

Could you paste the output from visiting chrome://gpu on a machine that works and one that fails. This might be GPU related in some way that is not obvious.

It may also be related to experiments that change chrome's behavior, but I doubt it in this case. To see that, go to chrome://version and put the contents here, again for working and not working machines.

As per comment #4 and #8, it seems that the issue is not reproducible from TE-end. Hence, adding label TE-NeedsTriageHelp for further investigation from

Can you please post chrome://version from a machine where this is working as expected? The interesting bit is the "Variations" list.
