As stated in the bug case, Tried 65.0.3325.181 Both issues currently are only affecting around 10% of our computers, so reproducing it isn't surprising.

I've been testing ver 65.0.3325.181 since 3/21/18 on my Win 10 1709 version and this morning everything got so sluggish that I had to downgrade to the 51 version again. Also on Friday 23rd 3 computers that are Win 10 1703 got the 65 version through auto-update and became very sluggish. After downgrading them to 51 they are sill running fast as of noon today.

Well the spread continues, we're up to 21 with issues with either Chrome ver 64 & 65 on both Windows 10 1703 & 1709. 15 are sluggish for everything on the computer not just Chrome and 6 are the white window issue. I've looked but can't find the legitimate place to get older versions of Chrome so I can try something newer than ver 51 and older than 64? Thanks, Tom

We've upgraded all 22 users from the ver 51 to 63.0.3239.108. Performance and white window issues are gone. We're going to stay at this version for a while.
