VR: Upgrade VR Services prompt is absent

Issue description

Chrome Version: 66.0.3359.46
VrCore: 1.12.177372015
OS: Android N

Minimum required Vr Services version supported in VR was moved to 1.13 recently and it's currently released version. If user has 1.12 version installed and opens WebVR page in Clank it prompts to update Google VR Services from the PlayStore. However if we open regular page in Chrome and put device into headset it transfers user to the DDH without any update prompt.

What steps will reproduce the problem?
1. Install previously released VrCore version, in this case it's 1.12.177372015
2. Start Chrome and open www.google.com
3. Insert device into the hedset

What is the expected result?
User should be notified that VrCore version is outdated and get an update prompt.

What happens instead?
DON flow is started. After it's completed user is transferred to Daydream Home.



 
Status: WontFix (was: Untriaged)
This is fully expected, and has been our behavior since launch.

We can't register the NFC handlers with out of date VR Services, so Daydream handles the NFC event and takes you to DDH. We could fix this by requiring you to update VR Services when you launch Chrome, but that's a non-starter.
