Consume data/models/models.dat from HPLIP

As of HPLIP 3.17.11, HP changed their PPD distribution format.  Now, they have less PPDs and a mapping file in data/models/models.dat.  We need to consume this file to recreate the Model -> PPD mapping so we can import the updated PPDs into our serving system.

We need to modify how we import HP PPDs.  So this is going to be in our import infrastructure.
