iframe can be focused when using tab but no focus ring appears

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Steps to reproduce the problem: 1. Start on a page with an iframe that only contains text content. 2. Tab through focusable elements until the iframe is the active element. 3. No focus ring appears outside or inside the iframe. What is the expected behavior? A focus ring should appear around the iframe or the iframe body. Any :focus selector applied via CSS should also work. What went wrong? By default iframes can be focused by tabbing through the page but the focus seems to be on the contentWindow which does not render a focus ring and cannot be targeted by CSS. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 65.0.3325.162 Channel: stable OS Version: OS X 10.11.6 Flash Version: Allowing an element to be focused with the keyboard without a visible indicator is a WCAG AA accessibility violation. Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #65.0.3325.162 and latest canary #67.0.3377.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
