Enable subpixel text positioning as much as possible on desktop Linux

Issue description

See  bug 740385  for background, especially comment 20.

This is related to bug 824150.

There is some slightly tricky logic that determines if subpixel text positioning is active in ui/gfx/font_render_params_*.cc, third_party/WebKit/Source/platform/fonts/WebFontRenderStyle.cpp,
third_party/WebKit/Source/platform/fonts/FontPlatformData.cpp,
and third_party/WebKit/Source/platform/fonts/*/FontPlatformData*.

Since subpixel positioning looks better, we should figure out how to activate it as much as possible, while taking into account the user's font preferences.

Typically no updates means no updates. +d???t@ to see if there are any thoughts on this.
None here. My bikeshed is painted strong hinting with subpixel rendering disabled, so my main concern here is just that subpixel positioning *doesn't* get turned on for my config. :-|
