What steps will reproduce the problem?
(1)Sign into user -> Go to chrome://settings/changePicture page
(2)Click on 'Take photo' option  So that Camera screen is seen  ->Select 'Switch to video recorder'  -> Click on 'Capture video' -> Video is captured
(3)Now Focus is on 'Existing photo from camera or file' -> Select other picture(Example : 'Penguin') -> Now again click on 'Existing photo from camera or file' and observe little delay for preview to display[try to select other pics and recorded video -> delay can be clearly seen while selecting recorded video]

Expected: No such delay should be seen for preview to display after selecting 'Existing photo from camera or file' i.e. recorded video
Actual: Instead little delay is seen for preview to display

This is Regression issue as same is working fine in M-65
