What steps will reproduce the problem?
(1)Sign-in to user ->Right click on screen and select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay select any wallpaper -> now observe Thumbnail with link is seen
(3)Press 'Tab' button and observe Focus traversal i.e. 
On pressing 'Tab' button Orange focus is seen on selected Wallpaper link -> again press 'Tab' and observe for focus and on another 'Tab' also no focus is seen anywhere and again on next 'Tab' focus again will be seen on Link

Expected: 
a)On second Tab Focus should go to 'Surprise me' check box
b)On third tab focus should be seen on 'Close' icon
Actual: Instead On second and Third Tab focus is not seen anywhere

This is Non-Regression issue seen from M62
