Non-Regression : Arrow pointer is seen instead of Hand pointer on hovering mouse pointer on 'SHOW IN FOLDER' in Notifications

Issue description

Chrome Version: 67.0.3376.0/10505.0.0 dev-channel Daisy,Candy and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Save any Page or Download any PDF file
(2)Now at Notifications -> hover mouse on 'SHOW IN FOLDER' and observe Arrow pointer is seen instead of Hand pointer as it is clickable 
(Please refer Video)

Expected: Hand pointer should be seen on hovering mouse pointer on 'SHOW IN FOLDER' option as it is clickable
Actual: Instead Arrow pointer is seen on hovering mouse pointer on 'SHOW IN FOLDER' option

This is Non-Regression Issue seen from M-62

@tetsui: Hand pointer can be seen as 'SHOW IN FOLDER' option is clickable instead of Arrow pointer because for Screenshot notification we can observe hand pointer for "show in folder" text as it's clickable label(As per comment #3 in  issue 823237 )

* If something is a button and it's clickable, it should show arrow pointer.
* If something is a label and it's clickable, it should show hand pointer.
* In screenshot notification, "Show in folder" is a label. In download notification, "Show in folder" is a button. So they are WAI.
