Issue descriptionChrome Version: 66.0.3359.45 (Official Build)Revision d10b5708865b34223d2014b60e8cdad9648ecc49-refs/branch-heads/3359@{#357}(32/64 bit) OS: Windows 10 What steps will reproduce the problem? (1)Freshly launch chrome,navigate to chrome://settings/ (2)Login to https://twitter.com/ with valid credentials such that password bubble appears. (3)Click on eye icon to open re-authentication overlay,press alt+spacebar key to move overlay. (4)Hit esc key and switch to settings tab and observe. Actual: Settings tab comes out of original window after switching once Esc key is hit to close re-authentication overlay. Expected: Settings tab should stay in original window after switching once Esc key is hit to close re-authentication overlay. This is a Non-regression issue seen from "M66" series i.e 66.0.3326.0 Note: Issue not seen on Win(7,8,8.1), Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS) OS.

With response to comment #2: It's Windows 10 specific issue and is still reproducible on latest canary #67.0.3379.0 and latest beta build #66.0.3359.52 Note: Freshly launch chrome to reproduce the issue. Please refer attached screen-cast for same. Thank you
