Pre-condition:Resize the window and observe.

What steps will reproduce the problem?
1.Launch chrome and navigate to above URL.
2.Download the app and navigate to chrome://apps and click on PNaCL.
3.Click on 'Multi-Threaded Voronoi Demo' and click on 'run benchmark' and observe.

Actual Result: Flickering is observed while scrolling the page.
Expected Result: Flickering should not be observed while scrolling the page.

This is a non-regression issue, seen from M-60 series.

Note:Issue is seen on latest Dev #67.0.3371.0 & latest canary 67.0.3377.0
