What steps will reproduce the problem?
(1) Launch Chrome, navigate to chrome://apps.
(2) Click on the Sign In link to open the Sign in Overlay.
(3) Try to enter the username and observe.

Actual Result: Unable to enter the username in Sign In overlay from chrome://apps.
Expected Result: Should be able to enter the username in Sign In overlay from chrome://apps.

This is regression issue broken in ‘M-64’ and providing the bisect using per-revision bisect,
Good build: 64.0.3257.0(Revision: 513643)
Bad build: 64.0.3258.0(Revision: 513994)

You are probably looking for a change made after 513738 (known good), but no later than 513739 (first known bad).
